The Department of Management Servies (DMS) is a customer-oriented agency responsible for managing the various business and workforce-related functions of state government. Under the direction of Governor Ron DeSantis and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, telecommunications, private prisons, fleet, and federal property assistance programs utilized throughout Florida’s state government. Position Overview and Responsibilities:
Department of Management Services’ State Agency for Surplus Property (SASP) www.dms.myflorida.com/SASP is authorized under Chapter 217, Florida Statutes to receive, distribute, dispose and administer the Federal Surplus Personal Property (FSPP) program for state and public agencies and eligible nonprofits and for-profits within the State as provided for in 40 U.S.C. 549, and the General Services Administration (GSA) FMR 102-37. The FLSASP operates as a virtual direct ship model.
Once trained in program areas, the Specialist must have the ability to work independently, quickly learn, prioritize, organize and schedule tasks daily around program deadlines. Specific responsibilities include, but are not limited to, the following:
Customer Service: Responsible for accurate communication to provide satisfactory solutions through helpful assistance and support. Deescalating situations and looping in the manager for unresolved issues. Assist in the daily operations of the SASP to process federal property. Utilizes the SASP automated systems to verify donee eligibility and run other critical reports.
Program Eligibility Review: Review all eligibility applications to meet GSA’s set requirements and request formal opinions from GSA, as needed. Validate documents for the customer to screen and receive property at federal facilities. Reverse donation of property for any customer that fails to maintain eligibility status, recover any usable property still under Federal restriction, and take any other required compliance actions.
Property Donations: Utilize the GSA’s computer-aided system for viewing, screening, reserving, requesting and approving available federal surplus property. Assist customers with understanding the personal property management system and process for request. Ensure property is requested and distributed in accordance with the federal guidelines. Assist in all requirements for transfer of property from the civilian, DLA and military bases to the customer. Provide training on program processes, as required.
Utilization and Compliance: Maintain the compliance requirements of all allocated assets and conduct compliance site visits to ensure that donees are using surplus property for the purposes for which it was requested and donated. Fully document efforts and report all instances of noncompliance in property use to the manager. Review and reconcile inventory, submitting quarterly reports.
Administrative: Responsible for administrative, financial and programmatic program tasks.

Required Knowledge, Skills, and Abilities:
- Knowledge of Microsoft Suite,
- Ability to handle heavy workloads and deadlines (calls, emails, request for property, submitting program applications, virtual site visits will all be expected once trained.),
- Excellent time management skills with the ability to receive high volumes of requests, organize, prioritize, and implement the required process (process eligibility application, process property request, conduct utilization and compliance property virtual inspections, invoice, other financial reports, return phone calls, emails, etc.).
- Ability to work independently, quickly learn, prioritize, organize, solve problems and schedule tasks daily around a heavy and fast paced workload,
- Excellent customer service skills with the ability to communicate with a diverse customer base, and

Minimum Qualifications:
- Proficiency using Microsoft Office Suite, e.g., Outlook, Teams, Word, Excel.
- Previous customer service and clerical work experience.
- Experience working with or at a military base is preferred.
