DUTIES:
This position serves as a Medical Support Assistant in the Health Administration Services (HAS) of the Health Administration Management and Revenue Service (HAM-R), at the Kansas City VAMC, and is under the Supervision of the Chief of HAS.

Observes and briefly questions veterans concerning their medical problem to determine if a medical emergency exists. Makes initial determination as to the eligibility for various medical services. Monitors the status of each patient awaiting admission processing to ensure that they arrive on their assigned ward in a timely manner. Maintains contact with medical and clerical staff in various units and wards to resolve delays and misunderstandings in the medical administrative aspect of proving medical care. Intervenes and resolves disputes between veterans and clerical support personnel in HSM section. Assists in orienting and advising new employees in VA regulations, policies and procedures on patient care medical administrative matters. Assists Physicians and allied health professional in administrative matters as necessary. Provides assistance on burial details to veteranÂ's relatives, survivors of deceased patients, funeral directors, government representatives, service representatives, ambulance companies, private physicians, attorneys, insurance companies, and representatives of medical and administrative staff of this medical center as well as other medical centers. Transcribes a variety of physicianÂ's orders involving patient activities, diets, diagnostic tests, etc. Authorizes travel for beneficiaries. Identifies billing cases; including reimbursable and other types of insurance, Tort Feasor, WorkmanÂ's Compensation, crimes of personal violence, humanitarian emergencies, etc. Uses medical record tracing program to order, create, and recharge medical and administrative records.

Work Schedule: Provides off-tour coverage for Medical Center

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS:

  • Citizenship: Must be a citizen of the United States.
  • Experience and Education
(1) Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or

(2) Education. One year above high school; or

(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.

  • English Language Proficiency: Must be proficient in spoken and written English in accordance with VA Handbook 5005, Pt II, Chapter 3, section A, para 3j.
GRADE DETERMINATIONS:
Note: The Professional Standards Board (a peer-review group) will review the selected candidate's qualifications and recommend the step at which the candidate will be placed. The salary is based on the grade and step approved for the selected candidate.

Time in grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements of one year at the GS-05 level.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.

Physical Requirements: No special physical qualifications are required to perform the work, however, emotional stability is required to make sound decisions and resolve crisis situations. The work requires ability to move around the office and the medical center and to carry such items as records, books, and equipment.

You will be rated in the following Knowledge, Skills, Abilities and Other characteristics (KSAO's) based on your application for this position:

  • Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations.
  • Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.
  • Advanced knowledge of the technical health care process as it relates to access to care.
  • Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
  • Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process.
  • Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.
