The Office of the General Counsel provides legal advice and services to all agencies of the United States Department of Agriculture in administering USDA programs and activities within the defined geographic area.
This position is located in the Office of the General Counsel (Offices physically located outside the Washington, DC, Headquarters). KEY REQUIREMENTS

As a Attorney Advisor (General), you will be responsible for the following:
Serving as counsel to officials a! nd agencies within the Department of Agriculture including: Fa! rm Service Agency, Rural Development, Forest Service, Food and Nutrition Service, Natural Resources Conservation Service, and Risk Management Agency, etc.
As an advisor and consultant, dealing directly with agency officials and staff and providing a full array of legal services including research, negotiation, preparation and review of legal documents, administrative litigation, claims adjudication, and presentation of legal training and updates, as well as frequent informal advice and consultation.
Preparing pleadings for Federal, state or administrative tribunals; preparing exhibits and interviewing witnesses in preparation for trials of such matters; participating in prehearing conferences and negotiations; examining and cross-examining witnesses; and making legal arguments based on the relevant law and facts.
QUALIFICATIONS REQUIRED:
For consideration, applicants must meet the minimum qualifications for attorney positions:
! Successful completion a full course of study in a school of law accredited by the America Bar Association (ABA) and have the first professional law degree (LLB or JD) ( Law School transcript required) and
Currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
Bar Membership:
Applicant must currently be a member in good standing of the bar of a state, territory of the ! United States, District of Columbia, or Commonwealth of Puerto Rico .

Attorney positions are in the excepted service, not the competitive civil service. There is no formal rating system for applying veteransâ preference to attorney appointments in the excepted service.

Based ! on your qualifications for this position as evidenced by your academic credentials: law school ranking, class ranking, specialized training or experience related to the areas of law handled by the Office of General Counsel.
Knowledge of law and policies.
Knowledge of the federal and state court systems to allow for the preparation of litigation documents.
Extensive knowledge of judicial, regulatory, and legislative processes.
Ability to perform legal research, and prepare files for litigation.
Knowledge of administrative law and procedures, and of litigation in Federal courts and before administrative bodies.
