APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a bargaining unit position.

NATIONAL GUARD MEMBERSHIP REQUIRED: This is an Excepted position that requires active membership in a compatible skill in the Missouri Army National Guard and wear of the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently enlisted in the Missouri Army National Guard must be eligible for immediate enlistment or appointment. MILITARY REQUIREMENTS: Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from ! date of appointment.

Serves as Chief Contracting Division, responsible for planning, directing, coordinating, and managing ! all activities of the division. The incumbent is the key state official and principal advisor to the United States Property and Fiscal Officer, the Adjutant General, and staff on all aspects of the Federal contracting process for the ARNG and ANG for the entire state. As the highest level warranted Contracting Officer in the state, exercises Level III contracting authority with an unlimited warrant. Makes recommendations to the senior state staff that significantly affects the development of long-range state plans and policies. Develops long range and short range acquisition plans, including ARNG and ANG design and construction programs that include multi-million dollar, multi-year military construction (MILCON) programs, considering ARNG and ANG master plans, operational trends, forecasting requirements, manpower, and other requirements. Performs a variety of supervisory functions to include assigning work to subordinates by selective criteria such as the difficulty of the! assignment, capabilities of the employee, or present work load assigne! d to each employee. Sets priorities and deadlines, develops standards and evaluates performance of subordinate employees. Explains performance expectations and provides regular feedback on strengths and weaknesses. Gives advice and counsel, hears and resolves complaints, interviews, and selects candidates to fill vacancies within the unit. Initiates action to correct performance or conduct problems and/or approves serious disciplinary actions involving subordinates. Develops methods to improve production and quality of work directed. Approves leave and ensures adequate coverage through peak workloads and traditional holiday vacation time. As a contracting officer with an unlimited contracting officer's warrant (Level III certification), contracts for supplies, services, construction, and architect and engineer (A & E) services. Serves as a project manager with responsibility to coordinate with engineers, auditors, cost accountants, attorneys, industrial security specialists! , transportation specialists, cost analysts, and scientists in the negotiation and settlement of actions involving significant government and contractor program obligations. Certifies contracts legally obligating the government. Conducts post-award conferences; ensures work performed by contractors meets the requirements of the contract; approves progress schedules, progress payments and other submittals. Negotiates changes in contract requirements and/or adjustments in contract price or terms and enforces administrative requirements specified in the contract, including safety, equal opportunity, and insurance. Issues orders and makes decisions and determinations necessary for contract performance, monitors contractor's financial condition, and compliance with cost accounting standards and disclosure statements, if applicable. Performs other duties as assigned. QUALIFICATIONS REQUIRED:

Applicants must meet the training, experience, and educational requirements list! ed in (A) and (B) below. Applicants may also qualify for this position ! if they meet the exception requirements described in (C) or the Waiver requirements listed in (D) below.

(A). Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the positions. Examples of specialized experience is having expert knowledge of Federal contracting law, regulation, policies, and precedents, and related principles, policies and procedures to plan, lead, review, or audit the most complex procurement functions. The work must have consisted of developing and implementing or reviewing complex contracting plans for pre-award, post-award, price cost analysis; leading, pe! rforming, or reviewing activities relating to procurement of goods or services with specialized, critical or scare requirements using formal advertisement of negotiations, where competition is limited and/or market conditions are unfavorable, and which require inclusion of special contract provisions.

(B). A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

(C). Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirement an! d specialized experience requirements in order to qualify for promotion! to a higher grade, unless granted a waiver under Paragraph C.

(D). Waiver : When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possess significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

OTHER REQUIREMENTS:
To be eligible for Feder! al employment, male applicants born after December 31, 1959, must certify at the time of appointment that you have registered with the Selective Service System, or are exempt from having to do so under Selective Service law.
