General Attorney (Civil Rights), GS-0905-11/14 Duties: The candidate serves as legal advisor to the Office for Civil Rights (OCR) Regi! onal Manager, OCR Regional Division Director, and OCR Branch Chiefs on all civil rights matters requiring legal interpretation or guidance. Acts as the principal attorney in administrative hearings, court actions, and other proceeding of considerable difficulty and complexity. Analyzes pertinent factual and legal issues and questions for adequacy of evidence, the impact and importance of the litigation or administrative enforcement of court action. Prepares memoranda and materials concerning substantive issues, findings, and facts, conclusions of law, and the advisability of pursuing further litigatory action appeal, or other appropriate disposition. Participates in negotiations and directs attorneys in negotiations of matters of considerable complexity with officials of Federal, state, local government, including state health, welfare and education appointees and elected officials, university officials, government contractors and grantees, and private attorneys. Prepares f! ormal justification for referral to the Department of Justice.!
Qualifications: The candidate should have completed a full course of study in a school of law accredited by the ABA through and have attained the first professional law degree, i.e. LL.B. or J.D. Should currently be a member in good standing of the Bar of a state or territory of the United States, or the Commonwealth Puerto Rico. For GS-11: The candidate must have 0-1 year of professional legal experience after admission to the Bar, equivalent to the GS-9 grade level in the Federal service working with Federal/state/local civil rights statutes and/or Health Insurance Portability and Accountability Act of 1996 (HIPAA) and demonstrated experience in Federal/state/local court or administrative litigation. For GS-12: The candidate must have 1-2 years of professional legal experience after admission to the bar commensurate with the duties of the position and at least one year is equivalent to the GS-11 grade level in the Federal service working with Federal/stat! e/local civil rights statutes and/or Health Insurance Portability and Accountability Act of 1996 (HIPAA) and demonstrated experience in Federal/state/local court or administrative litigation. For GS-13: The candidate must have 2-3 years of professional legal experience after admission to the bar commensurate with the duties of the position and at least one year is equivalent to the GS-12 grade level in the Federal service working with Federal/state/local civil rights statutes and/or Health Insurance Portability and Accountability Act of 1996 (HIPAA) and demonstrated experience in Federal/state/local court or administrative litigation. For GS-14: The candidate must have 3 years of professional legal experience after admission to the bar commensurate with the duties of the position and at least one year is equivalent to the GS-13 grade level in the Federal service working with Federal/state/local civil rights statutes and/or Health Insurance Portability and Accountability Act! of 1996 (HIPAA) and demonstrated experience in Federal/state/local cou! rt or administrative litigation.
