Oceans Program
The Oceans Program works to find constructive solutions to the most critical problems threatening the world's marine environments. At the national and regional levels, our team of scientists, attorneys and economists are tackling land-based sources of ocean pollution and working with fishermen to establish fair and sensible limits on their catch that will allow fisheries to recover. Our Oceans Program focuses on safeguarding marine ecosystems and fisheries in the North and South Atlantic, Gulf of Mexico, Pacific, Gulf of California and the Caribbean.
The Gulf of California Su! stainable Fisheries Project
This project presents a plan d! eveloped in consultation with Mexican and US partners to apply catch shares fisheries management in a select number of fisheries in the Gulf of California, develop the human and institutional resources required for implementation, strengthen the legal and regulatory environment that makes change possible, and explore new ways to finance the costs of transition to sustainability. The effort we propose is a consequence of a groundbreaking partnership with other organizations, fishermen, and government agencies. It is an opportunity to introduce catch shares fisheries management and similar tools across Mexico and in other countries.
Overall Function
The Fishery Evaluation Coordinator will work within the EDF de Mexico Oceans Program to evaluate the biological, social and economic performance of different fishery projects, establishing a baseline of information and testing/fine tuning the methodology for cross-cutting evaluation. This position will be based in La ! Paz, Mexico. Under the direct supervision of the Mexico Deputy Director, the main responsibilities of this position will include the analysis and evaluation of several fishery projects to determine progress in terms of biological, social and economic goals, as compared to developed indicators. Further, with relevant training, the Evaluation Coordinator is expected to help provide key scientific, management and design support to each fishery, and when applicable support fishery improvement projects. Finally, integral to all responsibilities will be overall management of the fishery evaluation project, planning and coordination, stakeholder engagement, outreach and communication, all leading toward the improved implementation of catch shares in the Gulf of California. The Evaluation Coordinator will work with a team of staff and consultants to ensure the overall project goals and objectives are met. This position will also work with the Mexico program leadership to coordinate! the mission in the region, including meeting and communicating with fe! deral and state officials, fisheries managers and chief scientists, catch share program administrators, staff and other elected officials. This position will also work closely with other stakeholders, NGOs, and any other interested parties in Mexico, and likely other regions in Latin America.
Key Responsibilities
Key responsibilities include but are not limited to:
Using a set of indicators, evaluate the biological, social and economic performance of fishery management changes in several different fisheries.
Work with staff, consultants and colleagues to identify data sources and obtain relevant data.
Summarize evaluations as "Baseline" for each fishery. Propose, and when feasible develop, long-term Project Monitoring & Evaluation protocol to ensure evaluation continuity.
Evaluate fisheries against other sustainability standards like MSC (Marine Stewardship Council) and MBA (Monterey Bay Aquarium).
Planning of! evaluations, including evaluation methodology design.
Coordination of specific tactics/workplans which will bring these strategies to fruition.
Identify and engage key stakeholders.
Prepare outreach materials as needed such as media toolkits, educational publications, and other written reports.
Work with other staff and consultants to support Fishery Implementation Programs.
Monitor progress of project to ensure milestones are met.
Coordinate with the EDF Oceans Team as necessary.
Work with the team to draft proposals, white papers and concept documents for internal and external audiences.
Undertake and complete special projects as assigned by the Mexico Deputy Director.
Represent Environmental Defense Fund and project to government, fishermen, communities, and other stakeholders.
Qualifications
Masters or Doctoral degree in a related field, such as fisheries science, natural! resource management, or public policy.
Strong analytical and ! quantitative skills.
Strong technical background, preferably including experience in fisheries.
Background in marine sciences and conservation, and strong knowledge of local fisheries issues, a plus.
Excellent written and oral communication skills.
Fluency in Spanish and English is required.
Ability to think critically and solve complex problems by implementing innovative solutions.
Ability to work with and communicate complex concepts to colleagues and partners of varied backgrounds and experience.
Project management experience, including overseeing consultants, managing timeline, and deadlines.
Demonstrated ability to use science, law, economics and advocacy to initiate and win positive environmental change.
Experience working in multi-cultural environments and in developing countries, particularly Mexico.
Proven ability to work in a multi-tasking and stressful environment.
! Ability to prioritize and manage unexpected issues.
Experience working with Mexican government and NGOs a plus.
Proven ability to build a network of stakeholders and support for a project.
Ability to travel in Mexico and internationally.
