P214 - Manager, Personal Property Appraisal †Pay Range 114$47.928.72 - $76,686.00 annual This position is responsible for coordinating the strategies and activities o! f the Personal Property Section of the Assessor†s Office as well as finding and developing new strategies of adding new business personal property accounts in both the Merchant and Manufacturing Segments. oPlan, manage and direct the activities of 30 office and field staff of the Personal Property Section in the annual valuation for tax purposes of approximately 550,000 accounts in accordance with statutory requirements and deadlines.oImplement creative use of skills such as forensic accounting, identification and recovery of hidden assets, data mining, and auditing to improve and modernize systems and processes within the Business Personal Property Division.oDevelop and establish section work rules, policies and guidelines. Offer guidance and counseling as required and resolves conflicts among staff and or/taxpayers. Monitors performance of subordinates, provides feedback and coaching, and completes evaluation forms in a timely manner.
Oversees interview process! , and selects new employees for the section. Arrange for tempo! rary staff as needed on a seasonal basis.oCoordinate the annual update of the vehicle table to ensure that all vehicles are valued per guidelines and new model year vehicles are added. Ensure that the vehicle table is completed in a timely manner.oCoordinate the annual printing and mailing of personal property declarations in cooperation with the IT Section, print vendors and abide by internal mail regulations. Review declaration forms on an annual basis, updating and revising as necessary.
oAnnually review assessment of locally assessed railroad and utility company personal property and prepares report, in cooperation with real estate section, of values required by the State Tax Commission. Prepare detailed spreadsheets itemizing values for the Collector of Revenue. Review special tax abatement value determinations and program requirements with corporate owners, attorneys, and professional tax representatives.oAccompany Field Auditors, Tax Analysts, Assessor, or r! eal estate appraiser to inspect certain business or manufacturing properties either under appeal, requiring a valuation review, or those granted legislative abatements.oOversees the defense of appeals before the Board of Equalization and the State Tax Commission and represents Assessor at same. Confer with county attorneys and Assessor regarding settlement offers.oOther jobs duties as assigned.
