Paralegal Specialist help to further the agency's mission by providing a full range of technical support for Administrative Law Judges (ALJs) and other technical/professional positions in SSA's hearing offices. This support helps to expedite case processing for claims filed under the provisions of the Social Security Act.

This position is located in the Office of Disability Adjudication and Review (ODAR), National Case Assistance Center in St. Louis, MO at 4300 Goodfellow Blvd, Building 110, St. Louis, MO.

DUTIES:
Once selected for the Paralegal Specialist position in SSA, you will contribute to the Agency's mission through direct and personal service to the public. This includes formulates decisions on requests for hearings held under titles II, VIII, and XVI of the Social Security Act, as amended. Participates fully and assists the Administrative Law Judge (ALJ) in the formulation of case decision. Formulates and drafts legally defensible decisions which are supported by the evidence, ensuring that decisions are consistent with the Act and with the agency's regulations, rulings and other agency policies.

QUALIFICATIONS REQUIRED:
For GS-9

: Requires 1 year of specialized experience that demonstrates the knowledge of the principles, concepts and methods of legal research and reference sources; knowledge and understanding of the appea! l process and the legal due process of law, skills applying legal principles and concepts; identifying the factual and legal issues of a case; developing appropriate information and evidence to analyze numerous facts, evidence and allegations to determine accuracy and applicability; and drafting fully favorable decisions and dismissal orders.

For GS-11

: Requires 1 year of specialized experience that demonstrates comprehensive knowledge of principles, concepts and methods of extensive and complex legal research and reference sources; knowledge and understanding of the appeal process and the legal

due process of law, skills applying complex legal principles and concepts; indentifying the difficult factual and complex legal issues of a case; developing appropriate information and evidence to analyze numerous facts, evidence and allegations to determine accurcy and applicability; and independently draft fully favorable decisions and dismissal orders.!

Note:
Part-time work is prorated in crediting expe! rience (e.g., if you work 20 hours per week for a 12-month period you will be credited with 6 months of experience).

For GS-9:
Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related to the position being filled.

For GS-11:
Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related to the position being filled.

COMBINING EDUCATION AND EXPERIENCE:
Experience and education as described above may be combined to meet the minimum qualification requirements . Only graduate education

in excess

of the amount required for the

next lower grade level

may be used to qualify applicants for positions at grades GS-9 and GS-11. One full academic year of graduate study is 18 semester hours.

Your application will be evaluated under the Category Rating method. If you meet the Minimum Qualification Requirements for the position, your application will be evaluated and placed into one of the three categories:

1 - Qualified Category - Candidates who meet the Minimum Qualification Requirements.

2 - Well Qualified Category - Candidates who meet the Minimu! m Qualification Requirements and demonstrate a satisfactory level of the knowledge, skills, and abilities necessary to perform the duties of the position.

3 - Best Qualified Category - Candidates who meet the Minimum Qualification Requirements and demonstrate a high level of the knowledge, skills, and abilities necessary to perform the duties of the position.

Candidates eligible for veteransÂ' preference will be placed ahead of other candidates in the appropriate category for which they have been rated.

Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and meet the Minimum Qualification Requirements will automatically be placed into the Best Qualified category.

ICTAP candidates who meet the requirements for the Well Qualified category will be placed at the top of the Best Qualified category and be given selection priority.
