DUTIES:
The Account Receivable Technician will perform a mix of clerical and technical functions for the Department of Veterans Affairs, Veterans Benefits Administration, St. Louis Regional Office (RO), Support Services Division located in St. Louis, MO. The incumbent must be familiar with a variety of computerized payment systems and be able to interpret data and prepare input.

Major Duties:
Perform tasks associated with compensation and pension procedures relating to the preparation of various awards, adjustments in rates authorized by previous laws, stop payments and suspensions.

Audit payments and determine the causes for over/under payments.

Perform appeal procedures and appropriately inform debtors of their rights to request waivers.

Apply working technical knowledge of accounting and the correspondence regulations.

Apply pertinent laws, rules regulations and procedures involving educations, compensation and pension and employee travel program is required.

Analyze findings , make recommendations and decisions pertaining to debts.

Analyze and audit various veterans education benefits.

Analyze and audit various benefits including Chapter 30, Chapter 1606, Chapter 1607, Chapter 31, Chapter 32 and Chapter 33.

Apply the Restored Entitlement Program for Survivors (REPS) program, which is only done at the St. Louis RO. Weekly, monthly and quarterly reports are necessary for REPS. Quarterly reports are done for Chapter 32 program.

Apply process and procedures as described in the VA manuals, Federal Reserve regulations, Department of Veterans Affairs circulars, bulletins, OPM Federal Personnel Manuals & Treasury regulations are required in order to perform a wide variety of duties.

Establish and adjust accounts receivables caused by erroneous payments of compensation, pension, education, REPS, etc.

Process payments of benefits as necessary, including payments determined to be due following audit of account.

Collect debts by offsetting benefits or by enforced collection. Initiating and answering correspondence concerning status of accounts, non receipt of benefits or questions on the amount of their benefits.

Audit accounts established and maintained by Debt Management Center. Ability to compose correspondence to inform veterans of their debts or the status of their claims.

Process of items deposited into suspense accounts. This included EAJA accounts initiated and monitored by VACO; Fiduciary funds, PFOP funds, veterans who are entitled to VA benefits but have all or partial benefits recouped due to court-ordered bankruptcy, child support, attorney fees, IRS debts or unidentified deposits. This included gathering data and facts to determine final deposition of funds.

Prepare and/or process various accounting documents (Journal vouchers, expenditure transfers, deposits, 1047's) effecting the various appropriations. Dispose of 63C or 66C funds by applying to REPS debts (66C) or sending funds to Debt Management Center to apply to various debts (63C). Also, dispose of 63C funds for attorney fees and child support payments by 1047's.

Other various duties include tracers, Month of Death payments, limited pay, adaptive equipment payments, EAA payments for Chapter 31 and payments for five state cemeteries are done with coordination with Missouri Veterans Commission & Triage Veterans Service Reps. Establish or change SBP deductions for veterans. Out of system audits are done and payments are processed or debts are created depending on audits.

Chargeback debts are set up, if needed, from the listings sent from Hines. Proceed lists must be done monthly.

Understand basic logistics functions, such as supply inventory, warehousing, receipt, and distribution.

PHYSICAL REQUIREMENTS: The work is mostly sedentary; some walking, standing, bending, and carrying light items like papers or books.

QUALIFICATIONS REQUIRED:
To qualify for this position , applicants must meet all requirements by the closing date of the announcement.

GS-07: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: demonstrated experience with fiscal and accounting regulations; debt collection laws, policies and procedures; experience analyzing vouchers, obligations to categorize cost center, sub accounts and analysis according to regulations; knowledge of computerized payment systems to reconcile errors, to input data and to interpret data output; and knowledge of different pay systems. Such experience is to be relevant and may have been gained as an Accounting Technician or Financial Program Specialist.

There is no educational substitution for the GS-07 level.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

Ability to communicate information orally and in writing with people from a variety of backgrounds with varying levels of understanding.

Ability to analyze documents in a veteran's claims or loan folder for the purpose of determining the cause and amount of over-payments.

Ability to analyze, evaluate and review actions taken by a wide range of parties for adequacy and acceptability in determining whether or not a debt may be waived.

Ability to independently plan and organize work, paying attention to detail and work within strict time constraints.

Ability to understand, interpret, and apply written guidelines, rules and laws to specific cases.
