GENERAL SUMMARY
:
Responsible for managing a team of Project Managers who underwrite, structure, negotiate and close equity investments that the utilize Low-Income Housing Tax Credits (LIHTC) or Historic Tax Credits (HTC), while carrying a smaller workload of the same function. Investments are made through the Community Development Corporation or their subsidiary and have tax and CRA benefits to the Bancorporation.
Office locations are: St. Louis (preferred), Minneapolis, Denver, and Los Angeles.
ESSENTIAL FUNCTIONS:
Management
1. Manage a team of 4-6 Project Managers, which includes managing their workload and productivity and all other HR functions.
2. Act as a resource for best business practices, including negotiation techniques, programmatic details, tax and accounting considerations, and problem solving capabilities.
3. Train and mentor new employees.
4. Organize and lead meetings for training by external professionals (attorneys, accountants, market analysts, construction inspectors, etc.)
5. Enforce and improve the underwriting and closing process and its impacts on other functional departments within the USB CDC and the Bank.
Underwriting/Closing
6. Participate in the establishment of policies and procedures necessary for accomplishing the group's tasks.
7. Negotiate structure, underwrite and close two to four equity investments per year that utilize LIHTC and HTC in market areas serviced by USB CDC.
8. Manage relationships with customers and internal Production officers in negotiating terms of investment.
9. Engage third party professionals (attorneys, accountants) in coordinating the drafting, collection and review of documents and financial projections necessary to close the investments.
10. Coordinate with portfolio managers in preparing and funding initial closing funds and transition investment to the portfolio management department for ongoing maintenance and management.
Other
Actively ensures compliance with the U.S. Bank Code of Ethics and all Anti-Money Laundering, Bank Secrecy Act, information security and suspicious activity reporting requirements, policies and procedures. Actively participates in any required corporate and business line training in these areas. Follows account opening procedures and understands and follows internal suspicious activity referral requirements and processes, as required for this position. Actively works with customers to understand each customer's normal account activity, as appropriate for this position.

Qualifications
Basic Qualifications
- Bachelor's degree in finance or accounting, or equivalent work experience
- Five or more years of experience in financial services and/or real estate activities
- Five or more years of CDC experience, or comparable work experience
- Five or more years of management experience
- In-depth knowledge of the Low Income Housing Tax Credit Program, commercial real estate finance, and/or partnership law
- Highly motivated self-starter with good attention to detail
- Proficient computer skills, especially Microsoft Office applications and financial spreadsheets
- Strong analytical and problem-solving skills
- Excellent verbal and written communication skills
- Proven leadership skills
- Advanced degree in business or law preferred
